Winning city 2025

Nestled in the heart of Portugal's central region, Águeda spans an area of 335 km² and is home to approximately 47 000 residents. Known for its rich natural heritage, over 60% of Águeda's territory is forested, with 11% included in the Natura 2000 Network and protected areas under the RAMSAR Convention. The city is recognised as one of the world’s top 100 sustainable destinations and has been awarded by the International Awards for Liveable Communities as the best city for its population category. 

Águeda’s leadership in sustainability is deeply rooted in its commitment to global and European initiatives. The city was one of the first municipalities to join the Covenant of Mayors for Climate and Energy and has embraced the European Green Deal. Águeda has also implemented Local Agenda 21 under the Aalborg Charter and joined international efforts such as the Mayors for Peace. Its alignment with the UN 2030 Sustainable Development Goals is tracked annually, ensuring steady progress in addressing climate change, environmental preservation and social equity.  

The jury of the European Green Leaf Award 2026 praised Águeda’s comprehensive approach to sustainability, emphasising how the city integrates culture as a catalyst for its green transition. By adopting the principles of ‘think global, act local’, Águeda engages its community in building a greener future through participatory projects. Residents, businesses and local organisations are encouraged to understand the significant impact of daily choices, fostering collective action for a sustainable city. 

Recent efforts have focused on diversifying its industry towards high-tech and green economy sectors. The city has made strides in promoting environmental quality within its industrial parks, including the creation of an energy community. Additionally, Águeda has launched a voluntary certification programme for environmentally friendly businesses and commerce, with over 150 companies already participating. 

As a European Green Leaf winner for 2026, Águeda demonstrates how a city can seamlessly blend economic growth, cultural vitality and environmental stewardship to create a vibrant, sustainable future for its residents and beyond. 

Águeda is a signatory of the Green City Accord, a European initiative dedicated to fostering greener, healthier, and more sustainable cities.
